Interview of the Security Council Secretary in the First Armenian News Agency Studio

The Secretary of the Security Council Mr. Armen Grigoryan spoke about the joint meeting of the Security Councils of the Republic of Armenia, and the Republic of Artsakh, security agenda, and the internal political situation.

“In the post-revolutionary Armenia, the Security Council has become a key platform for discussing security issues of our country, and what is very important is that it is a collegial body. The development of the Security Council in Armenia could not affect Artsakh. We tried to give a new impetus to this platform and I think it has had a success. The democratic processes that have started in Armenia, in their turn, have influenced the security system to become more democratic,” said the Secretary about the joint meeting of the Security Councils.

Referring to the internal political developments, Mr. Armen Grigoryan said: "We have repeatedly mentioned that the internal political processes of the revolutionary Armenia carry only internal and not external character. Many may say that foreign policy is a continuation of domestic politics, but I do not agree. We have said that revolution is an internal process, and that is why the tremendous revolutionary changes in our domestic life have not affected foreign policy. "

Speaking about the position of the Armenian side on peace, the Secretary of the Security Council noted: "In general, it would be right to consider the speeches of the RA Prime Minister in a logical continuation. The Prime Minister stated that the settlement of the conflict should be acceptable in Yerevan, Stepanakert and Baku. We have consistently insisted on a number of important provisions that Azerbaijan must accept. First, Artsakh must return to the negotiation process. No solution is possible without Artsakh. We have repeatedly said that a ceasefire was possible in 1994 because there was the signature of Stepanakert. Second, the solution to the conflict should be acceptable to all the three parties. There can be no situation where Artsakh does not participate in the settlement of the conflict." At the same time, the Secretary added: "If there are proposals to resolve the conflict, we will discuss it with the people. There can be no situation where the government, which won a mandate of the people, can hold secret talks behind them."
