Interview of the Security Council Secretary Armen Grigoryan to the RFE/RL

The Secretary of the Security Council Mr. Armen Grigoryan spoke on the RFE/RL about the recent appointments, the internal political situation, the fight against the pandemics, the reforms in the defense sector, and the importance to develop strategic infrastructure.

"In general, intensive reforms are being carried out in Armenia in the security sector. Within the framework of logic of these reforms, sometimes it is necessary to make personnel changes," said Security Council Secretary Mr. Armen Grigoryan, referring to the recent appointments. At the same time, Mr. Armen Grigoryan added that "the main issue is the implementation of the reform agenda by the officials, and it is within this logical framework changes have been made."

Speaking about the National Security Service and the Police qualitative level compliance with the requirements of the new democratic Armenia, Mr. Armen Grigoryan noted that “the democratization process in Armenia is to find its reflection not only in law enforcement structures, but also in the entire public administration system. One of the goals of the Revolution was to put the entire public administration system on democratic bases and principles.”

Referring to the recent domestic political developments, Mr. Armen Grigoryan said; "There is no institutional capacity to start a process for the resignation of the Prime Minister, and such attempts are doomed to failure. They can be described as fifth column activities, as Armenia is waging a war against the hidden enemy. Azerbaijan tried to open such a front, but failed. As a result of our answers, that page was closed.” The Secretary of the Security Council reaffirmed that "changes in Armenia are possible only in a democratic way."

Regarding the work and directions of the work of the Defence Reforms Commission Mr. Armen Grigoryan said; "The security reforms launched in Armenia have led us to the conclusion that there is a need to have such a working group to discuss interagency issues of reforms. The general philosophy of the reforms is that the overall defence system should focus on its core mission.”
